What is the Digital Europe Programme?

 

The Digital Europe Programme is a European funding initiative aimed at bridging the gap between digital technology research and its market application. It supports projects focused on key technological areas to foster digital transformation and bring businesses, citizens, and public administrations closer to innovation.

Investments under the Digital Europe Programme reinforce the European Union’s two major goals: the green transition and digital transformation, while also strengthening the Union’s digital resilience and sovereignty.

  • The Digital Europe Programme has a total budget of €8.168 billion, allocated between 2021 and 2027.

The programme is aimed at all key players in the European digital ecosystem who can contribute to strengthening the EU’s digital sovereignty and ensuring its leadership in the digital economy.

  • Small and medium-sized enterprises (SMEs): to help them adopt digital technologies, improve their competitiveness, and facilitate their digital transformation.
  • Public administrations: to modernise their services through secure, interoperable, and efficient digital solutions.
  • Research centres and universities: to connect research with the market and promote applied innovation.
  • European Digital Innovation Hubs (EDIHs): which serve as regional contact points to support companies and public administrations in adopting digital solutions.
  • Training and education organisations: to foster the development of advanced digital skills among citizens, especially in sectors with high technological demand.
  • European consortia and private entities: working on collaborative projects in areas such as artificial intelligence.

Formal aspects such as compliance with deadlines and submission dates; complete presentation of the required documentation and maximum length.

Incomplete proposals or those that fail to meet any of these requirements will be automatically considered inadmissible.

Eligibility criteria

  • Sufficient financial capacity to meet the obligations of the project.
  • Adequate operational capacity to carry it out.
  • It is important to note that each call may establish additional conditions, limit participation, or be more restrictive regarding these criteria.

Award criteria

  • Maturity of the action in the development of the project.
  • Strength of the proposed implementation plan.
  • Stimulating effect of Union support on public and private investment.
  • Need to overcome financial obstacles such as lack of market funding.
  • Economic, social, climate and environmental impact, and accessibility (where applicable).
  • Trans-European dimension (where applicable).
  • Balanced geographical distribution across the Union, including outermost regions (where applicable).
  • Existence of a long-term sustainability plan (where applicable).
