Grants to Support the Creation of New Businesses in San Sebastián 2025
The purpose of this call is to support the creation of new businesses in San Sebastián that generate employment and bring innovative value to the local economic fabric.
Fomento de San Sebastián, S.A. is launching this grant program to foster the creation of new businesses in San Sebastián in 2025, with the aim of promoting entrepreneurship and strengthening the business ecosystem. The initiative seeks to encourage the launch of innovative business projects that contribute to job creation—both self-employment and salaried positions—and that align with the city’s local economic development strategy.
The program has a total budget of €280,000 and is open to individuals or legal entities establishing new businesses in the municipality between January 1 and December 31, 2025 (both dates inclusive). Special consideration will be given to initiatives that have participated in Fomento de San Sebastián programs, are located in street-level commercial premises, develop innovative projects, or are promoted by groups facing greater barriers to employment (women, people under 35, or over 45).
Grants may amount to up to €10,000 per business with a street-level commercial premises and up to €5,100 for those without, with additional increases based on criteria such as innovation, location in the Eastern District, or promotion by priority groups.
Eligible expenses include incorporation costs, initial investments, rent or mortgage of premises, refurbishment works, communication, patents, training, and Social Security contributions, among others.
Applications must be submitted online and will be processed in order of registration until available funds are exhausted.
The grant will be paid in two installments: an initial payment of up to 80% following approval, and a second payment upon justification after 12 months of activity.
Requirements
- Registered tax address and workplace in San Sebastián.
- Company incorporation and registration in the Economic Activities Tax (IAE) or submission of the census declaration between January 1 and December 31, 2025 (both dates inclusive).
- No similar business activity carried out in the six months prior to application.
- At least one registration with Social Security (as self-employed or under a permanent contract of ≥50% working hours), maintained during the first year.
- Completion of entrepreneurship training or pathway offered by Fomento de San Sebastián (or submission of an equivalent business plan).
- Compliance with microenterprise criteria (assets or turnover ≤ €10M, staff < 50 employees).
- Up to date with tax and Social Security obligations, and with no outstanding debts to the City Council or Fomento de San Sebastián.
- Exclusions: foundations, non-profit associations, holding companies, and entities with more than 25% public-sector ownership are not eligible.
